On Tuesday, the Central Bank of Yemen in Aden directed banks and exchange companies operating in the country to freeze the accounts, funds, and assets belonging to 135 individuals, entities, and a ship, and to prohibit financial and commercial dealings with them, pursuant to a decision issued by the Attorney General.

The bank stated, in a circular issued by the Banking Supervision Sector dated October 20, 2026, that the measures are based on the Attorney General's Decision No. (17) of 2026, issued on October 19, concerning the inclusion of the names in national terrorism and sanctions lists and the seizure and freezing of their funds.

The list included officials in the internationally unrecognized Houthi government, leaders and officials in the finance, banking, oil, telecommunications, and transport sectors, as well as officials in commercial and financial institutions operating in areas under the group's control.

Among the names mentioned in the documents are Ali Hussein Badr al-Din al-Houthi and Mohammed Salah Flaytah, in addition to officials from the Central Bank in Sana'a, the Ministry of Finance, oil and telecommunications institutions, and officials from the Cooperative and Agricultural Credit Bank (CAC Bank) and the National Bank of Yemen in Sana'a.

The circular obligated financial institutions to freeze the balances and assets covered by the decision, prevent the opening of new accounts for the listed individuals and entities, either directly or indirectly, in addition to monitoring their incoming and outgoing financial transfers, compiling their balance data, and referring it to the Financial Information Collection Unit and the Anti-Money Laundering Department.

The bank also required the concerned institutions to provide it with proof of the implementation of the measures within two working days from the date of the circular's issuance.
